A Little More Background

My profile on this site list my education and professional associations, however there are more that I would like to list here:

I am currently the Chairperson of the Clatsop County Board of Commissions and am serving my fourth year in office. In August, 2004 I was appointed to fill the remaining term of retiring Commissioner Bob Green after winning the May primary election. I was elected to a four-year term in November, 2004, which began in January of 2005.

I am self employed and have been the sole owner of an architectural design business in Gearhart since June 1991.

I was born and grew up in Portland, Oregon and spent many summers at the coast. I purchased my home in Gearhart in 1976 and moved here full-time in 1991. I have two grown children; a son who lives in Portland and a daughter who lives in New York. I am blessed with two grand sons and a grand daughter.

Other than the organizations listed in my profile that I am presently working with, I have in the past worked with:

American Institute of Architects as an associate member of both National and Portland chapters, with an interest in historic resources.

Clatsop County Historical Society Board of Directors and Officer.

Chair of the Gearhart Landmarks Commission.

Member of the National Trust Historic Preservation, Seaside Museum and Historical Society, the Lower Columbia Preservation Society and the Gearhart Heritage Committee.

Pat, please throw your support towards the local commercial fishermen! they are a very important part of the county economy and they need help. Please stand up for no marine reserves. The ocean is huge and our boats are small. Will be happy to make a campaign donation if we see something from you supporting the one of the county's most important industries

Dear Anonymous:

I intent to attend the meeting of local commercial fishermen, Friday evening at the Warrenton Community Center to hear first hand their concerns about marine reserves. I
support the local fishing industry and see it as a huge economic piece of our localeconomy as well as a long and valued part of our cultural tradition.

It is my impression that to date the process for establishing marine reserves has been a"top down" process that has not given equal weight to the very people it would most impact. There is no agreement about the most basic issues such as the actual need,expectation of outcome and where such reserves would be located. At Friday's meeting I will learn more and hopefully just what the County Commission can do to support our local fishing industry.

And to the other anonymous commenter, that is very nice to hear, thank you.

Has the DA done what he was asked on performance measures and if so how do you plan on handling that?
If not what do you think should happen?

Mr. Marquis has been preparing additional performance measures for next year's budget.
County staff is currently reviewing Mr. Marquis's submittals and will forward them to the
Board very soon. All comments, including the Board's, will be forwarded to the DA
before the next budget cycle begins so he can make any adjustments or additions requested.

Mr. Marquis made an initial submittal of additional performance measures for his
department, in November. These were reviewed by County staff and changes were
suggested. The current performance measure reflect those suggestions and as I understand
are very encouraging.

Last year's budget was adopted as presented, including the District Attorney's lack of
performance measures. Next year's budget will, I am convinced, include good tools for
the budget committee to understand how the county funds provided to the District
Attorney's Department provide services to our county citizens. It is the purpose of
performance measures to provide an indication of what tax payers receive in return for
their tax dollars. Performance measures should contain achievable goals that are
measurable and give a good indication of what services a department provides the public
In addition to being a tool to measure a department effectiveness, performance measures
should be helpful in anticipating future department needs.

The next step then, will be to complete our review of the submitted performance
measures, communicating any comments to the District Attorney, and then going through the
budget process for the 2008-2009 fiscal year. The county's budget cycles run from July 1
through June 30 each year. The budget for the coming year is reviewed and approved by
the Budget Committee in May and forwarded to the Board of County Commissioners for
approval before the end of June.

Patricia, do you carry a current Oregon Registration for Architectural Practice?

Dear Patrick

I am an associate member of the American Institute of Architects and have been one since
1989. My business, Patricia J. Roberts Residential Design, is registered with the State
of Oregon. I have hired a registered engineer to do the structural design drawings and
calculations in whatever state my projects have been located. I do not hold a current
architectural license in the State of Oregon, and that is by choice. Family business
interests have required my attention since my mother's illness and death. My time of
late has been spent on construction management.

Given that voters in your district voted in favor of Measure 4-123 by 53% what is your position on Commissioner Samuelson's proposal to return the DA's stipend?

Dear Art:

As I stated in a written memo the day the Board voted to withhold Mr. Marquis's
supplemental stipend, once Mr. Marquis complied with county budget policy and provided
performance measures, I would consider reinstating his payment. According to county
staff, he just complied this Thursday April 3, 2008.

When Commissioner Samuelson proposed the Board revisit the DA's stipend, it was decided
that would take place during the April 23rd meeting. I just received, from Mr. Marquis
an e-mail containing his completed performance measures. He had initially submitted new
measure in November after the defeat, county wide, of Measure 4-123. Mr. Marquis has
been following county policy and working with staff to develop complete performance
measures.

I make decisions that are in the best interest of the entire county. I understand there
was a great deal of misinformation about Measure 4-123 and that emotions ran very high.
To me it was a simple case of a department head not following county budget policy and
the only recourse at hand was to remove his supplemental pay. He is a State employee and
is not subject to any other county controls. We could have cut positions from his
department, but I had no intention of punishing the staff for his uncooperativeness. In
retrospect, I realize the public was not aware of the three year battle the budget
committee had had with Mr. Marquis and his refusal to comply with budget information
requests. And, the local media did not report, even though they had my memo explaining,
why the budget committee acted as it did.
